Every achievement in the game can be earn in either CPU vs CPU or Human vs Human. I'm wondering if the intention was for the set to be restricted to Human vs CPU.

I made a check if the first player is a Human.

Might make sense to only allow achievements with one human player in the game. Otherwise someone can play with all humans and propose any trades to unlock all achievements.

Oh, actually this set needs protection. The game allows you to preset deeds, buildings, and cash at the game starts. This allows all achievements to be earned instantly.

I just did it... Boardwalk/park place with hotels... I'm gonna reset the achievements now.

Update: I've noted this exploit on the developer checklist. I've located a customization menus address/value that can be used to pause lock the set.

Added two leaderboards for most Cash at game end vs. 1 CPU and another for most Cash at game end vs. 7 CPUs.
